Phoenix Launches New Subletting Program to Support Individuals Experiencing Homelessness

In a strategic move to combat homelessness, the city of Phoenix is set to introduce a groundbreaking subletting program that aims to facilitate housing transitions for unhoused individuals. This initiative comes amid a competitive rental market, with officials acknowledging a critical need for supportive measures for individuals ready to exit shelters and find stable housing.

The program, as described by Rachel Milne from the Phoenix Office of Homeless Solutions, is designed to offer essential assistance to clients eager to secure housing. “We’re working with clients all day long in our shelter programs that are ready to be housed, but just need that little bit of support,” Milne stated in an interview with KJZZ.

Backed by a substantial annual budget of $2.5 million approved in the recent city budget, the plan involves the city renting approximately 50 apartments. These units will be sublet at affordable rates to individuals transitioning from homelessness, creating a new avenue for securing housing directly through the city.

The city intends to pay landlords at the standard market rate for these apartments, while the Office of Homeless Solutions will explore subsidizing rents for many of the tenants. “Most master leasing programs, people wouldn’t pay more than 30% of their income,” Milne explained, indicating a focus on affordability. Additionally, the initiative includes plans for extensive support services beyond just housing. Counseling and assistance will be available to help tenants navigate their transition from homelessness. Although a specific launch date hasn't been confirmed, Milne expressed optimism about the program's implementation, sharing, “We’re off and running. We’re looking for units currently.”
