At a quiet church in Downey, California, what started as an ordinary Wednesday took a sudden and alarming turn. Pastors watched in shock as armed men in tactical gear surrounded their parking lot and detained a man—with no clear explanation, no warrant, and no agency identified. The incident has left church leaders and local officials grappling with fear, outrage, and unanswered questions.

Sudden Detainment Sparks Confusion

Rev. Tanya Lopez, the senior pastor at Downey Memorial Christian Church, recounted witnessing three black SUVs with out-of-state plates arrive unannounced. Five men, wearing tactical vests labeled “POLICE” and face coverings, exited the vehicles and detained a Latino man near the church building. According to Lopez, the men did not offer their names, show identification, or explain what agency they represented.

"They wouldn’t say who they worked for, and they wouldn’t show a warrant,” she said. “As I shouted instructions in Spanish to the man being taken, one of them pointed a rifle at me.” She described the moment as threatening—followed by the men laughing at her.

Lopez said she didn’t know the man who was taken and believes he may have simply been passing by the church. “I’m incredibly shaken,” she said, struggling to hold back tears. “It’s when I’m quiet and have a moment to catch my breath that it really hits me.”

“The Whole Country Is Our Property”

Rev. Al Lopez, another church pastor, said he attempted to intervene and assert that church grounds were private property. In response, one of the armed men reportedly shouted, “The whole country is our property.”

The aggressive behavior has stirred deep concerns among churchgoers and local residents in Downey, a predominantly Latino suburb just southeast of Los Angeles.

A Pattern of Escalating Raids

While the federal government has not confirmed who conducted the operation, community leaders suspect it was part of a wider wave of immigration enforcement. Mario Trujillo, a Downey City Council member, said that earlier the same day, multiple businesses—including a Home Depot and a fitness center—were also targeted, with at least six individuals detained.

“These raids at Home Depots, restaurants, places of worship or schools are not keeping our community safe,” Trujillo said at a press conference. “They are creating havoc and fear. Trujillo suggested the detainments appeared random and not focused on individuals with criminal backgrounds. “To us, these are hardworking undocumented workers that are part of our economy, that are part of our city,” he said. “These are our neighbors.”

No Comment from Federal Authorities

Immigration and Customs Enforcement (ICE) has not responded to inquiries about the incident, leaving residents and city officials frustrated by the lack of transparency. The use of unmarked vehicles, masked agents, and a refusal to provide identification has intensified concerns that basic civil protections are being bypassed.

The event has added to a growing sense of unease in Southern California, where a surge in immigration enforcement actions has increasingly targeted not just workplaces, but public and sacred spaces—blurring the lines between law enforcement and intimidation.
